Weaknesses:Pitching in a small town, there's the concern that he's a big fish in a small pond. Commitments to Rice University are often hard to break.
Summary:It's not a good year for talent in the usually loaded state of Texas, but there always has to be at least a few intriguing prep arms. Haley may be the best of the lot with a projectable frame, a good delivery and two outstanding pitches he commands well. He's another East Texas kid in the Clay Buchholz mold and if he can prove people he's not just good because of the lack of competition -- something he's done all spring -- he should give the state of Texas some pride on Draft day.
