That list includes pitchers Shaun Marcum, Kameron Loe, Manny Parra, Francisco Rodriguez, and newly acquired Jose Veras, and outfielders Carlos Gomez and Nyjer Morgan.
The deadline for tendering contracts to any arbitration-eligible players was 11 p.m. CT Monday. Any player not offered a contract would become a free agent.
Kottaras, 28, batted .252 with five homers and six doubles in 49 games with the Brewers. Terms of his new deal were not disclosed.
Veras, 31, had a 3.80 ERA in 71 innings for the Pirates. He was dealt to the Brewers on Monday in exchange for third baseman Casey McGehee.
Rodriguez accepted the Brewers' offer of arbitration last week, giving up his right to free agency. The right-hander earned $13.5 million last season.
